I used to get along well with the IT Support manager at one of the previous companies I worked for. He had to check our HR manager computer one time because something was not working properly. She had on her desktop the file with the salaries established for the jobs in my country by the main HQ. He took a sneak peek and saw she was lowering the numbers and a few months later the HR department presented some really nice savings in their annual KPIs.
He shared this info with me because he was mad he was struggling for a year to find someone to hire.
