6/7. These values are encoded in the exe, as i remember, so you cannot overwrite them in a scenario.

If you go into the project directory, you'll find files with names like "inv.001". Those are the inventions.
The scenario data files goes into the "Data" directory in the game's folder. Custom scenarios are alone in a dat file, but the "built-in" scenarios are in the scenario.dat file. ("IG2\Data\scenario.dat")
